Conditions of Governing Access

Archives and Special Collections of Ganser Library will reproduce Special Collections material to the extent that physical condition and copyright or other legal restrictions permit. Reproduction is available in the form of photocopies and digital images. All reproduction requests must be approved by a member of the professional staff. Decisions will take into account the type and condition of the binding, the brittleness of the paper, the size and the general size and fragility of the item. Archives and Special Collections adheres to the provisions of the 1976 Copyright Act and amendments and follows the minimum standards of educational fair use established under Section 107. In applying these standards, Archives and Special Collections will copy up to 10% of a copyrighted work if the copy is to be used for the purpose of private study, scholarship or research. The department will not copy for the purpose of public performance. Physical condition permitting, the department will copy more than 10% of a copyrighted work only with the written permission of the copyright holder. Multiple copies are not permitted under fair use.        For authored works created since 1978, copyright lasts from the creation of the work until 70 years after the author's death. The expiration term for corporate, anonymous, or pseudonymous works is 95 years from publication or 120 years from creation, whichever occurs first. For works published before 1978, with a copyright notice, the maximum duration of copyright protection is 75 years. Works published before 1978 without a copyright notice are assumed to be in the public domain. Since March 1, 1989, a copyright notice is no longer necessary. Archives and Special Collections reserves the right to refuse to accept a copying order if fulfillment of the order would involve violation of copyright law.

Biographical Information

Ruby Payne Cook was the first Executive Director of the Crispus Attucks Community Center, serving in this position for nearly 30 years from 1929 until her retirement in 1959. Known as a pioneer in social service work, Cook directed the programming and recreational activities held by the Crispus Attucks Center through support from volunteers and the community at large. During her time as the Executive Director, Cook introduced programs that celebrated African American heritage, introduced daycare facilities at a time when segregation made finding a daycare difficult, and provided social services.

In addition to serving as Executive Director at Crispus Attucks, Cook also served on the Board of Directors of the Mental Hygiene Association, the YWCA, the Lancaster Day Nursery, and the Advisory Board Committee of the Family and Children's Service. Quoted as a believer in "people power," Cook believed that the value of service contributed by all parts of the community surpassed any dollar amount. In 1965, she was awarded the Distinguished Citizen's Award by the Venture Club.

Historical Information

Formally named the Crispus Attucks Community Center in 1929, the center's name honored African American history through an African American man named Crispus Attucks who was killed at the Boston Massacre in 1770. Since its inception, the Crispus Attucks Center became a social hub for Lancaster's Black community, promoting the interests of the community socially, economically, and politically through services that supported community prosperity, physical and mental health awarness, programs, and cultural events.

Today, the Crispus Attucks Center continues to serve Lancaster and the surrounding area through programs and resources that help children, families, and community members thrive and prosper. Current programs include the African American Historical Society of South Central Pennsylvania, the Crispus Attucks Food Bank, the Crispus Attucks Cafe, the Attucks Academy Elite Program, and the Young Professionals of Color (YPOC).
