Biographical information

Born in Ireland in 1885, his family immigrated to the US in 1865. He studied law and was admitted to the bar in 1874. He was a newspaper reporter, Congressman, Assistant Secretary of the Navy under President Grover Cleveland, Police Commissioner of NYC and chief magistrate in NYC. He died 7 June 1930 in New York City.
